In Van Buren County, we 'require' proof of residency because we are funded primarily through a millage. We accept out-of-County items for a small cost. We tell residents that ask that we accept ID's with addresses on them and pieces of mail with their in-County address on it (to cover people without ID's and people whose residential address isn't in-County but a second home might be). We check these when they stop at our check-in tent and if the city/town is one that falls within our County, we send them through. Once in awhile (maybe once a year or so), we have someone who gets through that isn't from our County but the city is partially in our County, so we don't catch them. It happens infrequently enough that we don't worry about it. Like Korie said, we are thankful they're disposing of it responsibly. 

Most of the people who are going to have an out-of-County friend/family member call ahead of time to let us know, so we jot their names down on our list of tire RSVP's. Each person that goes through the event fills out a form (see attached) with their address on it, and after the event, I double check the addresses on our parcel map through the County website. I have started doing that because a lot of people are wrong about which municipality they live in, and we want those numbers to be accurate.

  • Out-of-county family members bringing materials on behalf of an in-county resident (like a relative) or estate
  • Undocumented immigrants using the service
  • People who do not have a permanent address (such as people living with relatives but technically homeless)

 

If you require proof of residency, I was also wondering what sort of documents that you accept.
