We, in Ingham County HHW program, have never asked for proof of residency. We also seldom ask if it is a household or business. Only when loads have been large or there is something else suspicious (like a painter’s panel truck bringing in 5 gallon buckets of paint) do we ask if it is in-county or a business. We do ask each drop off for their zip codes. We average about 5 to 6 % out of county. At this rate we do not get flack from administration about out of county drop offs.

Subject: Proof of Residency
Hi Everyone,
As our program is expanding, we’ve been looking at requiring proof of in-county residency for 2021 (with a one-year phase-in). I was wondering if any other programs do anything like this and how they handle situations like:
- Out-of-county family members bringing materials on behalf of an in-county resident (like a relative) or estate
- Undocumented immigrants using the service
- People who do not have a permanent address (such as people living with relatives but technically homeless)
If you require proof of residency, I was also wondering what sort of documents that you accept.
Thank you so much,
Will Garcia
