In Alpena County, residents pay $20.00 a year on their taxes for using 9 recycling bins around then county. We operate under PA 5 of 2005 and only residents can use the bins. We charge businesses depending on their size $100.00 to $300.00 a year to bring their recycle material to our facility. We charge out of county residents $20.00 a year to use our recycle bins. I send out letters to those using our bins who don’t have a permit.

We, in Ingham County HHW program, have never asked for proof of residency. We also seldom ask if it is a household or business. Only when loads have been large or there is something else suspicious (like a painter’s panel truck bringing in 5 gallon buckets of paint) do we ask if it is in-county or a business. We do ask each drop off for their zip codes. We average about 5 to 6 % out of county. At this rate we do not get flack from administration about out of county drop offs.

As our program is expanding, we’ve been looking at requiring proof of in-county residency for 2021 (with a one-year phase-in). I was wondering if any other programs do anything like this and how they handle situations like:
If you require proof of residency, I was also wondering what sort of documents that you accept.
