Last September, the DEA expanded a rule to allow hospitals, narcotic treatment programs, and retail pharmacies to collect controlled substances, increasing opportunities for collection
of unwanted medicines. Despite the rule change, many retail pharmacies have been hesitant to become approved collection sites.
