When they say “carbon” what do they mean? Material from household water filters or water softener? Material from a volatiles clean-up site like a gas station remediation?

Good Morning,
Just had a resident ask what to do with a 55 gallon drum filled with carbon. My first thought was a local scrap metal dealer but I am wondering if any of you have a better suggestion?
