Perhaps they should contact an environmental cleanup company.  K&D Industries has a few locations in Michigan http://kdigroup.com/.  They clean up hazardous and non-hazardous materials in certain situations.  Or, another cleanup company?

Just had a resident ask what to do with a 55 gallon drum filled with carbon.  My first thought was a local scrap metal dealer but I am wondering if any of you have a better suggestion?
