Kent County is definitely a larger county. However, we switched from an appointment based system last year to "open hours". Not only is it easier for us and them but we had an increase in participation. The downfall is that for your first event you have no working knowledge of what to expect participation wise. We also hold Saturday collection events within the rural communities each year. This year we have 6 in various parts of the county. These have always been open hour based (no appointments). Whomever can definitely get a hold me if they would like to discuss further. At Midland, we do take appts as it helps with staffing and sizing the resources needed by our HHW vendor. It is a bit of a clerical hassle although we now have a software appl that allows self-scheduling on our website. On our Saturday drop-offs where we can have as many as 100 cars an hour, I can't imagine going by appointments. I previously worked for two counties in WI, one which was relatively rural - we had appointments for the VSQG business and farm components only. They had to pre-register and give us the specific quantities they were bringing in so we could again control our work flow. But for our general public collections, no way you could go by appointments. I am writing on behalf of one of our recycling partner counties: Presque Isle, population roughly 13,050. They are planning their first HHW event (in at least a decade) for this summer and trying to decide whether to take appointments or not. We have always taken appointments, so I don't have much perspective to offer them in this regard. If you represent a rural community that runs HHW events without appointments and you would be available to talk with them about your experience, please contact me.
